Reshoring ambitions in specialty chemicals, rare earth processing, and advanced semiconductor fabrication face multi-year investment timelines and workforce development challenges that cannot be resolved by procurement preference alone. Buyers operating in these categories have limited choice but to maintain offshore supply relationships while domestic alternatives mature.
